DORA has been fully enforceable since January 2025: mandatory ICT incident reporting and third-party-risk obligations are now in force. Around 90% of financial institutions now use some form of RegTech, while traditional AML monitoring still produces 95%+ false positives — which is why AI-driven monitoring has moved from differentiator to expectation. The industry focus has shifted from 'having AI' to 'governing AI.'
